Summary of Position: Leads compliance efforts with regional college accrediting body (Higher Learning Commission) ensuring the College remains accredited. Coordinates college-wide continuous improvement efforts and maintains effective linkages and alignment with evaluation, planning, and budgeting processes. Facilitates work system and work process refinement, documentation, and measurement. Ensures the College's policies and procedures are effectively established, communicated, maintained, reviewed, and aligned with Western's equity work, mission, vision, values, strategic plan, and regulatory requirements.

Essential Functions

1. Maintain and uphold the College values of Learning, Excellence, Accountability, Diversity, Student Success, Teamwork, Integrity, and Respect. Regular attendance is required.

2. Complete all required College training and responsible for maintaining the skills necessary to complete the essential functions of the position as defined by the department. Perform other duties as assigned.

3. Student Success is the cornerstone of Western's culture and the college may assign employees to other areas or additional duties to foster this success.

4. Administer and serve as the change agent for a college-wide integrated evaluation process - Supporting Actions May Include:

• Facilitate a comprehensive program, department, and service evaluation model that is aligned with Western Technical College System and Higher Learning Commission requirements and grounded in the Baldrige Framework for Performance Excellence
• Consult with all levels of leadership and staff to conduct and align evaluation, continuous improvement, and planning that results in quality plans
• Design and deliver professional development activities and provided guidance to build competency in continuous improvement and integrated evaluation and planning methods
  5. Lead reaffirmation of college accreditation and regulatory compliance - Supporting Actions May Include:
  
  • Serve as the accreditation liaison officer (ALO) to the Higher Learning Commission
  • Lead and facilitate Higher Learning Commission-related efforts including Annual Report submittal, substantive change requests, site visits, comprehensive evaluations, quality initiatives, assurance arguments, and progress through the Open Pathway model
  • Lead the college in the collection and dissemination of information about institutional accreditation, HLC policies, and procedures for all audiences within the institution including the District Board
  • Guide the senior leadership team and other leaders at all levels to meet the Department of Education requirements that ensure the College remains eligible to offer Federal financial aid.
    6. Lead work system, process, policy, and procedure improvement efforts - Supporting Actions May Include:
    
    • Create procedure and process flowcharts and develop work system and process measurements of efficiency, effectiveness, and quality
    • Lead the process to create, develop, implement, and revise college and academic level policies and procedures, and prepare recommendations that comply with federal, state, and college regulations
    • Lead the District Board sub-committee on policy change Qualifications
      
      Minimum Qualifications:
      
      • Bachelor's degree in related field (Quality Management, Public Policy, Business, etc.) with 3 years occupational experience OR
      • Education in related field combined with related occupational experience totaling 7 years OR
      • Related occupational experience totaling 7 years
        
        Preferred Qualifications:
        
        • Four years of experience in public policy, compliance, and/or continuous improvement.
        • Accreditation experience preferred
        • Teaching experience preferred

          This position reports to: Associate VP of Institutional Effectiveness
          
          Starting annual salary range based on education and experience: $60,443 - $78,577
          
          This position would include competitive salary, excellent benefits including medical, dental, WRS, Employee Benefits programs and more.
